Why are they different?
Organizations have users and specific configuration settings such as date format, password rules, and which features are available to the users.

State Grantee Agency
With many federally-funded grant programs such as FEMA Public Assistance (FEMA PA), FEMA Hazard Mitigation Grant Program (HMGP), HUD Community Development Block Grant - Disaster Recovery (CDBG-DR), a state agency manages the grant program on behalf of or in conjunction with the federal-funding agency.

- Puerto Rico Central Office for Recovery, Reconstruction and Resiliency (“COR3”)
State Grantee Agency users may review data from any applicant within the state. While user permissions may vary by individual, the people associated with a "state" role have broad access to all grants within their state. Users may select which applicant, which grant program and disaster, and which grant to work with. State users have access to a state-wide dashboard and reporting capabilities.
A consultancy may have access to one or more Applicants. They normally act on behalf of an Applicant. Users may select which applicant, which grant program and disaster, and which grant to work with.
Consultancies are not, in themselves, Applicants.
How to setup an Consultancy Organization:
- Present letter of authorization from an Applicant.
- Submit the letter to email@example.com
- Some requests will be reviewed by the State Grantee Agency prior to approval
Once approved, you can add and manage your own set of users and their individual privileges.
A State-wide consultancy has the same privileges of a state-grantee organization. Users may select which applicant, which grant program and disaster, and which grant to work with. State users have access to a state-wide dashboard and reporting capabilities.
A state-wide consultancy is only established at the request of the state grantee.
State-wide consultancies can add and manage their own set of users and their individual privileges.
